As for his subject matter, those of y’uns that have read wings may recall I have an aversion to rotor winged aircraft. Funny coming from a Jarhead, since 95% of Uncle Sams Misguided Childrens flying toys are rotary,,, Nopes, very much a preference for fixed wings, and direct thrust type toys.

Now the gist of that article covers using drones as intel gatherers, not as much deployers of toys. Both are possible, but the surveilance thing,,, they are purpose built for that. Key point, don’t use Wi-Fi,,,, Might be great in a highly loaded area, but wi-fi can be cut with a quickness. try to stick with the Mhz types. Even the video side of things, (though you want your receiver for control on the opposite end from your vid transmitter,,,, Those generate a lot of ‘noise’ that mucks things up.)

I can tell you this: the state of that art is not driven by DotGov,,, the drone racers are the ones making inroads into how fast the tech is moving, and since I wrote wings, has grown even more. The stuff that is available now rivals some of the stuff I ‘made up’ in Wings. (note, do NOT use lidar in your drone,,, that was completely fictional, though doable, but the poor bird will stand out like a halogen spotlamp in the sky to any sensors looking.)
